# IRS letter decoder

IRS Ohio City of Canton

Checked against official sources October 10, 2026.

## Short answer

IRS balance-due notices escalate from CP14 to CP501, CP503 and CP504, the notice of intent to levy under 26 U.S.C. § 6331(d). A final notice such as LT11, Letter 1058 or CP90 opens a 30-day window to request a Collection Due Process hearing under § 6330. CP2000 is a proposal, not a bill.

## How the letters escalate

For an unpaid balance the ladder usually runs: **CP14 → CP501 → CP503 → CP504 → LT11 / Letter 1058 or CP90**, with levies and a public tax lien possible after that. Not every taxpayer receives every rung, and the IRS can move faster on some accounts. Correction letters (CP2000, CP21A, CP3219A) and missing-return letters (CP59, CP3219N) run on separate tracks.

## The envelopes, one card each

Bill

### CP14: Balance due

MeansThe first bill: tax is owed on a filed return and was not paid. ClockPay by the due date printed on the notice to limit added penalty and interest. First moveCheck the amount against the return. Pay, set up a plan, or call the number on the notice if it is wrong.

Bill

### CP501: Reminder

MeansNo payment or response arrived after the earlier notice. ClockDue date on the notice. The Collection Appeals Program is available. First moveSame as CP14 — this is still the cheapest stage to act.

Bill

### CP503: Second reminder

MeansThe IRS still has not heard back and the balance remains unpaid. ClockDue date on the notice. The next notice is usually a levy warning. First moveRespond now: pay, apply for a plan, or dispute by phone.

Levy warning

### CP504: Notice of Intent to Levy

MeansFormal notice under IRC § 6331(d). The IRS says it can levy income and bank accounts and seize property, including a state income tax refund. ClockTreat as urgent. Further levies usually follow a final notice with hearing rights. First moveContact the IRS or have a representative do it; a pending payment-plan request generally stops levies.

Levy warning

### LT11 / Letter 1058: Final notice of intent to levy

MeansThe IRS intends to seize property or rights to property — wages, bank accounts, vehicles, Social Security benefits, even a home. Clock30 days to request a Collection Due Process hearing (IRC § 6330). Also a passport-certification warning for large debts. First moveCalendar day 30 now. File Form 12153 or get a plan in place before it passes.

Levy warning

### CP90: Final notice — intent to levy

MeansNotice of intent to levy certain assets and of the right to a Collection Due Process hearing. Clock30-day hearing window, same as LT11. First moveSame urgency as LT11.

Levy warning

### CP523: Intent to terminate a payment plan

MeansAn installment agreement is in default; the IRS intends to end it and levy. ClockContact the IRS no later than 30 days from the notice date. First moveMake the missed payment before the termination date, or ask to reinstate.

Change or audit

### CP2000: Proposed changes (income mismatch)

MeansIncome or payments reported by employers, banks or 1099 payers do not match the return. Not a bill. ClockReply by the date listed. No reply can lead to a bill. First moveCompare every listed form with records; agree or disagree in writing with documents.

Change or audit

### CP3219A: Statutory Notice of Deficiency

MeansThe legal notice that lets the IRS assess the proposed tax unless it is contested. Clock90 days. The IRS cannot extend the deadline to petition the U.S. Tax Court. First moveDo not let the 90 days lapse if the change is wrong.

Change or audit

### CP21A: Changes made to a return

MeansThe IRS adjusted a return and an amount is now owed because of the changes. ClockPay by the printed date if the change is right. First moveRead what changed; if it is wrong, call the number on the notice.

Missing return

### CP59: No return on file

MeansThe IRS has no record of a prior-year return. ClockFile immediately or explain why no return is required. First moveFind out whether a return was required; if so, file it.

Missing return

### CP3219N: Substitute return proposed

MeansThe IRS built a return from third-party records for a year that was never filed — without the deductions a real return would claim. Clock90-day letter. First moveFiling an actual return for that year usually replaces the IRS version.

## Who to call about a letter — compared

*Handling an IRS notice: three common routes*

| Topic | Handle it alone | National call-center "relief" company | Licensed CPA, EA or CTRS (Ohio or Kentucky) |
| --- | --- | --- | --- |
| Cost | Free, plus time | Varies — ask what is charged before anyone has read the transcript | Quoted by the professional after a review |
| Can speak to the IRS for you | — | Only a credentialed person named on Form 2848 can | Yes, with a signed Form 2848 |
| Knows Ohio and Canton layers | Depends | Ask — many focus on federal balances only | Works with IRS, Ohio and municipal tax |
| Credentials checkable | — | Ask for the name and credential of whoever works the file | Yes — state CPA lookup, IRS directory, ASTPS |
| Best fit | A single CP14 that is correct and payable | Rarely the only option worth considering | Levy notices, multiple years, multiple layers |

## Six steps for any IRS letter

- **Find the notice code.** It is printed on the notice, usually in a corner. Match it to a card above.
- **Write down the response date.** Every notice has one. For LT11, Letter 1058 and CP90 the 30-day hearing window counts from the notice date.
- **Get the account transcript.** Confirm which years and amounts the IRS shows before paying or disputing anything.
- **Check for unfiled years.** Most plans and every offer in compromise require all required returns to be filed.
- **Choose a response.** Pay, request a plan, dispute with documents, or request a hearing. Write down who was spoken to and when.
- **Look for Ohio and Canton mail too.** Collect state and city letters so all three layers are handled in one plan. The Ralph Regula Federal Building in Canton. A CP2000 is the one letter on this list that is a proposal rather than a demand; it has its own walkthrough in [the CP2000 underreported-income guide](https://www.cantontaxresolution.top/irs-letters/cp2000/). If a balance-due letter is sitting next to a city or Ohio notice, [the Canton guide to all three tax layers](https://www.cantontaxresolution.top/) explains which usually moves first.

## Questions people in Canton ask

### Which IRS letter is the most urgent?

A final notice of intent to levy — LT11, Letter 1058 or CP90 — because it opens a 30-day window to request a Collection Due Process hearing (26 U.S.C. § 6330). A CP3219A is equally time-sensitive: its 90-day Tax Court deadline cannot be extended.

### I got a CP2000. Do I have to pay it?

Not yet. A CP2000 is a proposal, not a bill. It shows third-party income that does not match the return. Reply by the date listed, agreeing or disagreeing with documentation. If there is no reply, the IRS may send a bill or a notice of deficiency.

### Does a CP504 mean the IRS is taking my paycheck now?

Not by itself in most cases. A CP504 is the notice of intent to levy and lets the IRS levy a state tax refund. For most other levies, such as wages or a bank account, the IRS first sends a final notice with Collection Due Process hearing rights (LT11, Letter 1058 or CP90).

### I have IRS letters and a City of Canton letter. Are they related?

No. The City of Canton Income Tax Department collects the 2.5% city tax separately from the IRS and from Ohio. A city letter never resolves an IRS balance, and an IRS plan does not cover city tax. See [Canton city income tax](https://www.cantontaxresolution.top/canton-city-income-tax/).

### How do I see what the IRS thinks I owe across all years?

Request an account transcript through an IRS Online Account or by mail. A licensed professional can read it with you, and with a signed Form 2848 can speak to the IRS for you.
